Note the scripture says it was the Holy Ghost that was received not spiritual GIFTS.
"Now when the apostles which were at Jerusalem heard that Samaria had received the word of God, they sent unto them Peter and John:
Who, when they were come down, prayed for them, that they might receive the Holy Ghost: (no reference to gifts)
(For as yet HE was fallen upon none of them: only they were baptized in the name of the Lord Jesus.)

To him give all the prophets witness, that through his name whosoever believeth in him shall receive remission of sins. While Peter yet spake these words, the Holy Ghost fell on all them which heard the word. And they of the circumcision which believed were astonished, as many as came with Peter, because that on the Gentiles also was poured out the gift of the Holy Ghost. For they heard them speak with tongues, and magnify God. Then answered Peter, Can any man forbid water, that these should not be baptized, which have received the Holy Ghost as well as we? And he commanded them to be baptized in the name of the Lord. Then prayed they him to tarry certain days.”

and then see here how what Peter says before they believe is different because he gets more of the doctrine out before the receive the word ?
“Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost. For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call. And with many other words did he testify and exhort, saying, Save yourselves from this untoward generation. Then they that gladly received his word were baptized: and the same day there were added unto them about three thousand souls.”
Acts 2:38-41 KJV
I don’t think the order matters the Holy Ghost always comes because we believe the gospel
and baptism is always about the remission of sins because we believe Jesus died for our sins and rose again and is now interceding at the right hand of God on our behalf.
In both cases the people were baptized and received the holt ghost but the order is obviously opposite . My opinion and that’s all it is is well receive the spirit when we hear the promise Jesus made to give it to us paul laying his hands on the man is t then a proscription because Peter was just preaching of Jesus and the Holy Ghost fell on all who heard the word then after peters first command is for ester baptism in jesus name of course we know this is for remission of sins
Receiving the holy ghost is a promise from the lord to believers , baptism for remission of sins is a doctrine provided by a gods word for remission of sins in jesus name it’s an act of faith the Holy Ghost is a gift given from jesus to believers it doesn’t remit our sins baptism does that part because we heard the message about remission of sins and being baptized in his name who died for our sins
