Why wouldn't the adversary place such people in this world? He always has attempted to pervert the created order and work of the Father, the Holy Spirit was given to guide us in all truth, ALL truth. If we are taken in, we have failed to seek and receive His truth.
Problems down here are never from His end, He has given us every tool we need to discern truth.

Stephen was a Deacon thus he was given authority.

1 Timothy 3:8-13
Deacons
Deacons, similarly, should be men of serious outlook and sincere conviction. They too should be temperate and not greedy for money. They should hold the faith as a sacred trust, with complete sincerity. Let them serve a period of probation first, and only serve as deacons if they prove satisfactory. Their wives should share their serious outlook, and must be women of discretion and self-control—women who can be trusted. Deacons should be men with only one wife, able to control their children and manage their own households properly. Those who do well as deacons earn for themselves a certain legitimate standing, as well as gaining confidence and freedom in the Christian faith.

The text you are referring to in the gospels was addressed only to the apostles.

The average length of life has increased, we have more ways to fight the illnesses that come to us. We learned that the trans fat in Crisco killed, for instance. But that does not mean that huge numbers of people are feeling ill with diabetes directly caused by processed white carbs. Science is helping us live longer, but we are not listening to what science is telling us about eating in a way to make us feel healthy and well.
