Cause Comey is saying stuff that's not true. Others in the FBI have made retractions recently to counter things Comey has said.
Plus, under Comey the FBI is not giving some information to Congress which is not legal and Congress is gutless to do anything about it... obviously fearing that "they may talk bad about me in the media and I might not get re-elected"

At that time, he could only go on the same lack of full information and basic ignorance of all the facts any of us make our judgements upon. He was just a normal citizen at that time. Since He finally got around the dogged partisan resistance of the Democrats, he was at last able to get someone put into office to begin to investigate Comey....... about one month ago.
In that one single month, I would say they discovered more than they possibly could before they got the process free of the Democrat's treasonous entanglement, and did some good ol' American investigation.
