If you move the border back to say it's okay to date while separated, what's to keep you from moving it back a little further. If you aren't separated, but are having some problems, why not date then. Marriage is going fine? Well, you could have some problems that could potentially lead to divorce in the future, so why not date now? Engaged? Why no have an extra girlfriend or boyfriend?
Sometimes the people who do this sort of thing say, "Don't worry about me being married/separated. Our relationship was over a long time ago." Apparently that line works on a lot of people who date those who are separated or married.
