video works fine for me. dunno what your issue is.
here's a clip of exactly the time where the tv guy says "what is that?"
from what he says, it seems obvious that "what is that" refers to him not knowing where the particular video feed is coming from ((a NASA plane, also obvious from the feed)) -- not that tv guy sees something in the frame that he can't identify.
the feed is shot through a lens or glass that has severe fish-eye aberration, and includes a partial view of the plane's wing. planes have blinky red & green lights on their wings. i don't see a red light passing anywhere, but it's entirely possible in the geometry that appears to exist with the camera location that it could pick up a reflection from a marker light.
so there's the clip from the feed anyway.
now where is the UFO?
