Yes and in order to become part of the kingdom of God, he had to be born again. "Having purified your souls by your obedience to the truth for a sincere brotherly love, love one another earnestly from a pure heart, since you have been born again, not of perishable seed but of imperishable, through the living and abiding word of God;" 1Pet. 1:22-23.

Nicodemus did not understand these things. Jesus was explaining to him what being born again means.
John 3:10 Jesus answered and said unto him, Art thou a master of Israel, and knowest not these things?
That response, in and of itself shows that being born again is involved with the foreshadows in the OT.
John 3:11 Verily, verily, I say unto thee, We speak that we do know, and testify that we have seen; and ye receive not our witness.
John 3:12 If I have told you earthly things, and ye believe not, how shall ye believe, if I tell you of heavenly things?

Ye Must be born again.... by the Spirit... this the Work of God thru the Paraclete... NOW today many have their own 'ideas' on what being born again is..... they have it in formula, or an equation, or a piece of doctrine set aside with some added rules and regulations to it to make it 'pure'.. some using a religious action'...but its Not... Those who are Genuinely Saved by Him.. that Will or Process was ORIGINATED in Heaven and brought to Pass as Christ 'seeks His Lost Sheep'.. indeed... this is God seeking His Own Lost sheep.. the 'new birth' or being regenerated from on High is not a man made process.. but man makes it his own business when fueled by the 'other sower' the devil.. oh yes.. and he is very active today because he is allowed to go forth to produce that Harlot of Rev 17.... it has a purpose.. to fulfill the Word of God... do ye understand that 'carnal man' has taken the Scriptures and tried to interpret them 'spiritually' without even being Truly regenerated from on High.. thus all the confusion and divisions.. is God the Author of that? no.. then ponder on that who is causing all these divsions and chaos and confusion. mmmm purdy simple to see... Those God Calls.. He KNOWS them before they even know Him.. He calls them, draws them, saves them(regeneration) , Justifies them, Makes them His Righteousness, Empowers them, and Glorifies them.. this DONE by the Sovereign and Predeterminate Counsel and Will of God.. carnal man has his own 'church' persay.. his own way of doing things.. carnally taking the Word of God and using it to justify himself in the 'name of the lord'. lolz.. so very evident today.. Those who are Truly Regenerated from On High. will 'know' their Redeemer.. not based on man made theologies or man made proselytization as they seek to move their recruits into their 'cut up jesus'. they hold out and profess.. Being Born again from above is the placement of the True Seed, the Living Word, thru the Spirit of Truth, the Paraclete into the person He is Redeeming.. God comes to Live with them.. thru the Spirit of Truth.. the Pure Seed, True Seed, the Word of God, Jesus the Christ, those unregenerated are still apart of that corruptible 'seed' which came thru the birth of their father's seed.. at conception.... God takes and Changes that corruptible into incorruptible thru Christ, the Pure Seed.... this the Work of God , the merits and Foundation grounded in Him.. not man.. ye must be born again! After He found and Saved me in 1994.. many of those around me were 'scared'.. they didnt understand what happened, many blasphemed the Work of God In my life, 'we dont know about those born again 'freaks' ... lolz.. Its Real. alot of counterfeits out there today.. oh yes.. If your Ordained to Know Him.. He will find you, save You , Regenerate You... no way around it.. God is GREATER than man and his religious ways.. His Will be done on earth as it is in Heaven... Indeed!
