Who can baptise others in water

well that's a good question!

it seems that those who baptized were church leaders or missionaries (Paul)

I would not think only a Pastor is able to baptize, but also an elder

a person would definitely need to be a Christian and approved to baptize I would think...especially in this day and age

Jesus did not give instructions as to who could baptize and He did not baptize anyone with water either

you could always look up the scriptures to see who baptized

I don't think the Great Commission talked about at the end of Matthew 28 was just for the 11. It is a command for all of us. Paul was a baptizer. Barnabas was a baptizer. Timothy was a baptizer. We are all baptizers.

Personally I think anyone can Baptise a person.
The only stipulation being that you are sure the person is
a genuine born again believer.

We are all baptised into Christ, regardless of who does it. 🙂

There is nothing in Scripture that restricts administering Christian baptism to any select group, except perhaps to those already in Christ. That said, some denominational groups will restrict it to elders or ordained pastors.

I think scripture indicates that baptism is a public 'confession' of our faith in Christ and as such, the church where a person became a believer would be a great place for their baptism

on the other hand, many people are saved outside of church...where ever by whoever, it should not be done lightly

I would say that normally the minister or an elder of the church should, but that any christian can, ultimately. I mean if you are stranded on an island with one other person, and you study with them and they want to get baptised, would you say "Sorry, I'm not qualified to."? It really has almost nothing to do with you, other than making sure it's done right- it's between them and God.

We had a situation in our church once. This lady only wanted me to baptise her. She said I was the only one she felt was a genuine christian. I asked her if she knew I had faults too? She said she knew that, but it didn't change her opinion. She wanted to be baptised in nature, by me. I spoke to the elders, they said to baptise her then, that they aren't willing to risk her salvation on a personal preference. They made sure I knew how, and we went down to the river, and I baptised her.
