All ppl are born fallen in Adam. Their whole being is fallen, including the will. The will is not free, but is enslaved to sin, Satan, and self. Only the Christ can set it free[John 8:31ff].

Free will begins once the human is created. The choice is always present even if the human cannot intellectually understand. The moral law is self evident philosophically but also good evidence to be empirically evident https://www.smithsonianmag.com/science-nature/are-babies-born-good-165443013

If you mean when does the intellectual knowledge of knowing a choice begins then this is the gray area in the age of the child. Age of accountability. Once of age which most believe is between 8 and 11 then they understand on a deeper level that either by natural revelation that their are good or bad choices. Or the nurturing factor of parenting. Or God's written and spiritual revelation taught to young individuals. All gives the individual the knowledge of understanding why something is good in comparison to bad. And to choose bad can have bad consequences.

At this point forward the individual will be until death constantly choosing to be good or to be bad. Morally right or morally wrong.

But of course this is all in context that the only moral good is from God. So the only credit a nurturer gets is if they are teaching or borrowing morality from God.

The condition known as Original Sin, is a doctrine attributed to Saint Augustine.
While the Bible tells us by one man, Adam, sin entered the world.
Whereas we are told we are each responsible for our own sins. Sin of course being, "an immoral act considered to be a transgression against divine law. "

20. "The soul who sins shall die. The son shall not suffer for the iniquity of the father, nor the father suffer for the iniquity of the son. The righteousness of the righteous shall be upon himself, and the wickedness of the wicked shall be upon himself." The Book of Ezekiel chapter 18

To answer your question, at whatever age a child matures enough to know right from wrong is , I believe, when that same child can choose to do evil, or good. Newborns are sinless, as we know. No one is born damned.
