is Luke 21:28 referring to the rapture or Jesus' second coming

Everything in the gospels has to be referencing the 2nd coming ...as the mystery of the one body the administration of grace had not yet been revealed…it did not exist except in the mind of God.

And since the culmination of the age of grace (one body) is going to be “the gathering together unto Him” (rapture) which could not be known in the gospels… because Paul had not yet received the revelation about the mystery (secret)

Seems to me Luk 21:28 And when these things begin to come to pass, then look up, and lift up your heads; for your redemption draweth nigh.
Is part of 'Luke's' version of the Olivet Discourse .

if you read the whole chapter there and then look to the contemporary verses you’ll find that it works together describing the tribulation that would occur after Jesus ascended to Jerusalem and then to all the world after

“Then said he unto them, Nation shall rise against nation, and kingdom against kingdom: and great earthquakes shall be in divers places, and famines, and pestilences; and fearful sights and great signs shall there be from heaven.

But before all these, they shall lay their hands on you, and persecute you, delivering you up to the synagogues, and into prisons, being brought before kings and rulers for my name's sake. And it shall turn to you for a testimony. And ye shall be betrayed both by parents, and brethren, and kinsfolks, and friends; and some of you shall they cause to be put to death. And ye shall be hated of all men for my name's sake. In your patience possess ye your souls. ( the tribulation )

And when ye shall see Jerusalem compassed with armies, then know that the desolation thereof is nigh. ( 70 ad) And they shall fall by the edge of the sword, and shall be led away captive into all nations: and Jerusalem shall be trodden down of the Gentiles, until the times of the Gentiles be fulfilled. ( 70 ad- the end of the world )

And there shall be signs in the sun, and in the moon, and in the stars; and upon the earth distress of nations, with perplexity; the sea and the waves roaring; men's hearts failing them for fear, and for looking after those things which are coming on the earth: for the powers of heaven shall be shaken.

And then shall they see the Son of man coming in a cloud with power and great glory.”
‭‭Luke‬ ‭21:10-13, 16-17, 19-20, 24-27‬ ‭KJV‬‬

this is only one section regarding this there are contemporary verses like for instance mark 13

“And Jesus answering them began to say, Take heed lest any man deceive you: And when ye shall hear of wars and rumours of wars, be ye not troubled: for such things must needs be; but the end shall not be yet. For nation shall rise against nation, and kingdom against kingdom: and there shall be earthquakes in divers places, and there shall be famines and troubles: these are the beginnings of sorrows. But take heed to yourselves: for they shall deliver you up to councils; and in the synagogues ye shall be beaten: and ye shall be brought before rulers and kings for my sake, for a testimony against them. And the gospel must first be published among all nations. Now the brother shall betray the brother to death, and the father the son; and children shall rise up against their parents, and shall cause them to be put to death. And ye shall be hated of all men for my name's sake: but he that shall endure unto the end, the same shall be saved.”
‭‭Mark‬ ‭13:5, 7-10, 12-13‬ ‭KJV‬‬

Or Matthew 24

“For nation shall rise against nation, and kingdom against kingdom: and there shall be famines, and pestilences, and earthquakes, in divers places. All these are the beginning of sorrows. Then shall they deliver you up to be afflicted, and shall kill you: and ye shall be hated of all nations for my name's sake. And then shall many be offended, and shall betray one another, and shall hate one another. And many false prophets shall rise, and shall deceive many. And because iniquity shall abound, the love of many shall wax cold. But he that shall endure unto the end, the same shall be saved. And this gospel of the kingdom shall be preached in all the world for a witness unto all nations; and then shall the end come.”
‭‭Matthew‬ ‭24:7-14‬ ‭

Just three examples but not nice we hear the foundational things Jesus said then you begin to jeer the epistles which add to and refine the understanding like

“For this we say unto you by the word of the Lord, that we which are alive and remain unto the coming of the Lord shall not prevent them which are asleep. For the Lord himself shall descend from heaven with a shout, with the voice of the archangel, and with the trump of God: and the dead in Christ shall rise first: then we which are alive and remain shall be caught up together with them in the clouds, to meet the Lord in the air: and so shall we ever be with the Lord.”
‭‭1 Thessalonians‬ ‭4:15-17‬ ‭KJV‬‬

what I’m saying is there are pieces of information about Jesus return from heaven at the end of the world throughout the New Testament and even in parts of the ot

The key is that they are all witnessing the same things each wotness adds some details and discernment we can actually understand better

Luke 21:6-28 "These things which you see—the days will come in which not one stone shall be left upon another that shall not be thrown down." So they asked Him, saying, "Teacher, but when will these things be? And what sign will there be when these things are about to take place?" And He said: "Take heed that you not be deceived. For many will come in My name, saying, 'I am He,' and, 'The time has drawn near.' Therefore do not go after them. "But when you hear of wars and commotions, do not be terrified; for these things must come to pass first, but the end will not come immediately." Then He said to them, "Nation will rise against nation, and kingdom against kingdom. "And there will be great earthquakes in various places, and famines and pestilences; and there will be fearful sights and great signs from heaven. "But before all these things, they will lay their hands on you and persecute you, delivering you up to the synagogues and prisons. You will be brought before kings and rulers for My name's sake. "But it will turn out for you as an occasion for testimony. "Therefore settle it in your hearts not to meditate beforehand on what you will answer; "for I will give you a mouth and wisdom which all your adversaries will not be able to contradict or resist. "You will be betrayed even by parents and brothers, relatives and friends; and they will put some of you to death. "And you will be hated by all for My name's sake. "But not a hair of your head shall be lost. "By your patience possess your souls. "But when you see Jerusalem surrounded by armies, then know that its desolation is near. "Then let those who are in Judea flee to the mountains, let those who are in the midst of her depart, and let not those who are in the country enter her. "For these are the days of vengeance, that all things which are written may be fulfilled. "But woe to those who are pregnant and to those who are nursing babies in those days! For there will be great distress in the land and wrath upon this people. "And they will fall by the edge of the sword, and be led away captive into all nations. And Jerusalem will be trampled by Gentiles until the times of the Gentiles are fulfilled. "And there will be signs in the sun, in the moon, and in the stars; and on the earth distress of nations, with perplexity, the sea and the waves roaring; "men's hearts failing them from fear and the expectation of those things which are coming on the earth, for the powers of heaven will be shaken. "Then they will see the Son of Man coming in a cloud with power and great glory. "Now when these things begin to happen, look up and lift up your heads, because your redemption draws near."

Jesus tells us the signs that will mark the end of this age in the 21st chapter of Luke. Our redemption or deliverance will not draw nigh until this time. Our deliverance comes at the 7th trumpet when our Redeemer comes. Yes, this is the Second Coming of our Lord and Savior Jesus Christ.

Its the second coming, because that is when the rapture occurs
That would be impossible. The Rapture is quite distinct and separate from the Second Coming, since the objectives of each event are opposite to each other.

Not really, at the coming of the Lord the dead will be raised up and those who are alive will be transformed. IT says so right in the favorite "proof text" 1 Thess 4:15-17

Yes. It says everywhere, including along with the verse under discussion. The rapture occurs during the second coming. It's never before.

27 At that time they will see the Son of Man coming in a cloud with power and great glory. 28 When these things begin to take place, stand up and lift up your heads, because your redemption is drawing near.”

And what you have referred to is about the Rapture. Please go to Revelation 19 and compare.

Yes. It says everywhere, including along with the verse under discussion. The rapture occurs during the second coming. It's never before.
Then how is it that all the saints DESCEND with Christ at the Second Coming "to execute judgment"? And Enoch also, the seventh from Adam, prophesied of these, saying, Behold, the Lord cometh with ten thousands of his saints, To execute judgment upon all, and to convince all that are ungodly among them of all their ungodly deeds which they have ungodly committed, and of all their hard speeches which ungodly sinners have spoken against him. (Jude 1:14,15) See Revelation 19.

During the Rapture they ASCEND with Christ to be transformed and glorified. Do you see the absurdity? Behold, I shew you a mystery; We shall not all sleep, but we shall all be changed, In a moment, in the twinkling of an eye, at the last trump: for the trumpet shall sound, and the dead shall be raised incorruptible, and we shall be changed. (1 Cor 15:51,52) Then we which are alive and remain shall be caught up together with them in the clouds, to meet the Lord in the air: and so shall we ever be with the Lord. (1 Thess 4:17)

Obviously, the naysayers just ignore the Marriage of the Lamb, since that shoots down their absurd notion that the Rapture equals the Second Coming.

I see the numerous absurdities in pretribulationism, yes.
I do not naysay the marriage of the lamb. I believe in it.

I don't understand your stubborn refusal to believe scripture that we will "meet the Lord in the air"
Blessed is he who comes in The Name of The Lord. We meet him at his return and join his victorious procession.
There is no retreat to heaven or third coming.

The rapture does not equal the second coming. The rapture is contained within the second coming.
It is one element included in his glorious return. I'm sorry you are robbed of the joy you should have- looking forward to his return.

Everyone assumes there is a resurrection/rapture at the end of the tribulation which is entirely wrong.

Verse 31 from the Sheep/Goat judgement

31 “When the Son of man comes in his glory, and all the angels with him, then he will sit on his glorious throne.

When did grace end and works begin and maybe you can figure out??/

Only thing that happens at the end of the Tribulation is who among the survivors enter the Lord's Kingdom. (Sheep)

Zech 14:16 Then every one that survives of all the nations that have come against Jerusalem shall go up year after year to worship the King, the Lord of hosts, and to keep the feast of booths.

Zech 14:16 Then every one that survives of all the nations that have come against Jerusalem shall go up year after year to worship the King, the Lord of hosts, and to keep the feast of booths.
Matthew 25:31-46
When the Son of man shall come in His glory, and all the holy angels with Him, then shall He sit upon the throne of his glory:

In chapter 19, Jesus told His disciples that when He comes in His glory, they shall also sit in authority with Him. When does Jesus Christ return? At the 7th trump. This is His Second Coming.

Matthew 19:28
And Jesus said unto them, Verily I say unto you,That ye which have followed me, in the regeneration when the Son of man shall sit in the throne of His glory, ye also shall sit upon twelve thrones, judging the twelve tribes of Israel.

Also in the Book of Revelation:
Rev. 20:4
And I saw thrones, and they sat upon them, and judgment was given unto them: and I saw the souls of them that were beheaded for the witness of Jesus, and for the word of God, and which had not worshipped the beast, neither his image, neither had received his mark upon their foreheads, or in their hands; and they lived and reigned with Christ a thousand years.

And in Joel 3:11, ALL the nations will be gathered round about. Here it is again, spoken by the Lord Himself.
Matthew 25:32
And before Him shall be gathered all nations: and He shall separate them one from another, as a shepherd divideth his sheep from the goats:

[33] And He shall set the sheep on his right hand, but the goats on the left.

There will be a great division, a separation and cleansing, when Jesus Christ returns at the 7th trump to this earth and the Millennium begins.

LUKE 21:
25 “And there will be signs in sun and moon and stars, and on the earth distress of nations in perplexity because of the roaring of the sea and the waves,
26 people fainting with fear and with foreboding of what is coming on the world. For the powers of the heavens will be shaken.
27 And then they will see the Son of Man coming in a cloud with power and great glory.
28 Now when these things begin to take place, straighten up and raise your heads, because your redemption is drawing near.”

Matthew 24:
29 “Immediately after the tribulation of those days the sun will be darkened, and the moon will not give its light, and the stars will fall from heaven, and the powers of the heavens will be shaken.
30 Then will appear in heaven the sign of the Son of Man, and then all the tribes of the earth will mourn, and they will see the Son of Man coming on the clouds of heaven with power and great glory.
31 And he will send out his angels with a loud trumpet call, and they will gather his elect from the four winds, from one end of heaven to the other.

Mark 14:
62 And Jesus said, “I am, and you will see the Son of Man seated at the right hand of Power, and coming with the clouds of heaven.”

Revelation 1:
7 Behold, he is coming with the clouds, and every eye will see him, even those who pierced him, and all tribes of the earth will wail on account of him. Even so. Amen.

ALL 100% Second Coming!
