I was on the freeway once and called 911 to report a drunk driver. I got transferred back and forth between the same two departments, both saying theirs wasn't the appropriate department. I eventually gave up and watched the drunk driver continue down a large, heavily trafficked freeway because the police seemed to use me as a tennis ball. So it does happen.
