Just because they are corrupt doesn't mean they weren't chosen by God. Plenty of corrupt rulers in the Bible were chosen by God.

That's what Jesus said in Mathew 23:3 - Obey the authority of the Pharisees. You must obey all authority applicable to you, including church authority. Just because Papists do wrong doesn't mean they don't have authority.
