Your suggestion is a duplicate 
When new threads created they enter into an approval que. Within that que (depending on how recently it was cleared) there may be only a couple of other threads/new profiles to be approved or there may be dozens. If a user has created the same thread in numerous forums at the same time usually we will only approve it for one or two of the most appropriate forums. Outside of that, if a user is creating the same thread multiple times over a period of several days (or weeks) chances are it won't get caught. Occasionally I do catch it (sometimes a nic or subject matter rings a bell) and will not approve it.
