I attempted to install ChristianChat-3.9.0-Setup.exe for Windows 10 and got the following install error. "Sorry, an error has occurred. The application cannot be installed due to a certificate problem. The certificate does not match the installed application certificate, does not support application upgrades, or is invalid. Please contact the application author."

Is there an ETA on when this will be fixed?

Just for future reference such questions go in User2User Tech.
And the chat app is about two years old, so not so new.
Also installation problems have been plaguing the app for a good year now, with nothing done about it, nor any word on it being fixed. The best I can suggest is to check your Adobe Air and make sure it's up to date. If not, then I've no other ideas. Getting it to work does not seem any sort of priority for the site owner.
