The new covenant (NC) is that we love Him because He first loved us (1Jn 4:19). We must receive the love of God and let it produce in us the fruit of the Spirit which is contrary to the works of the flesh. The NC enables us through grace and the blood of Christ to be free from the flesh and the bondage of the old sin nature so that we can love God freely without guilt or condemnation in the mind and heart. Even if we were to fall and backslide into sin (God forbid), the love that God has for us and toward us does not change and is continuously available to us by faith.
Rom 5:8
But God commendeth his love toward us, in that, while we were yet sinners, Christ died for us.
commendeth - synistēmi, a verb that means to put together as to exhibit and it is a (present / active / infinitive). The action of this verb means that this commended love is continuously being ehibited by God through the agency of the Holy Spirit (as a fact) with an inexhaustible supply that we can never be separated from. If we are to keep the commandment to love God, that commandment would mean that we are to contiunually receive the love that He has for us, then we will be able to love Him as we have been loved by Him.
1Jn 4:9,10,19
9 In this was manifested the love of God toward us, because that God sent his only begotten Son into the world, that we might live through him.
10 Herein is love, not that we loved God, but that he loved us, and sent his Son [to be] the propitiation for our sins.
19 We love him, because he first loved us.
