this psalm is not talking about how people are predestined to heaven or hell

Being destroyed forever is a reference to hell (2 Thessalonians 1:9; Psalm 55:23; Psalm 21:9).

9 These shall be punished with everlasting destruction from the presence of the Lord and from the glory of His power, (2 Thessalonians 1:9)

23 But You, O God, shall bring them down to the pit of destruction; Bloodthirsty and deceitful men shall not live out half their days; But I will trust in You. (Psalm 55:23)
