when you click on the christian chat app at the top of this page it seems it does not work but if you go to your downloads and find chritsianchat.exe setup, click on that and you can log in from a personal computer . and it will then be on your desktop for later logins

The link is to download the installer, which saves to your download folder. You run the installer from your download folder and it installs the chat app.
What you've described is not a flaw, but the norm for downloading and installing software for 30+ years.
The link is not intended to open the chats.
