That is the problem, you are localizing Rome into one area when Rome is not only in Spain/Italy, but their territories span the earth. Again Google "Treaty of Rome" it consists of many countries which all are part of Rome, they are all one just split out throughout the earth. But their power under Satan at this moment is supreme, but it is falling in these last days. All of Europe is Rome. "Treaty establishing the European Economic Community" (Treaty of ROME).
The Roman Empire did not have a change of heart,but they will attack them in the future,under the leadership of the man of sin,beast,so for now they leave them alone.
The plan of the man of sin,beast,is to establish a world that does not regard any god,but honors the God of forces,or the evolutionary process,the occult,nature worship,and witchcraft,and will attack the religion of Islam first for the their belief in a personal God,which is a terrible war,and government collapses,then they turn to the beast,who claims to have harnessed the power of nature,and achieved power,and religions collapse,and then they attack Christianity,for their belief in a personal God,and Jesus,and then they attack Israel,the Jews,which is the battle of Armageddon,because of their belief in a personal God,and God turned the nation to the truth that Jesus is their Messiah.
So for now the Roman Empire leaves them alone,and will be the last step they take to rid the world of everyone that believes in a personal God,or believes in a personal God,and Jesus,although they are not fully aware among a lot of them what will transpire through time,but some do,and want that type of world.
Dan 7:7 After this I saw in the night visions, and behold a fourth beast, dreadful and terrible, and strong exceedingly; and it had great iron teeth: it devoured and brake in pieces, and stamped the residue with the feet of it: and it was diverse from all the beasts that were before it; and it had ten horns.

The first 3 beasts will never have physical dominion again,but their ways are still on earth,which Babylon represents human religion,Medo-Persia represents physical cruelty,and Greece represents human wisdom.
The Roman Empire does not have their dominion taken away until Jesus puts them down,which they represent pushing for territory,world domination.

God's purpose is to gather all nations together to go against Israel,the Jews,which then God will save Israel,and defeat the world,so God will not allow the world to go against Israel until that time,so the Roman Empire has no power to go against them at this time,for God has a purpose for Israel,to bring them to the truth that Jesus is their Messiah,so nobody can hinder that from happening,and when they are in the truth,then God will allow all nations to go against them,and then save Israel,which Jesus said the Jews will not see Him again,until they say blessed is He that comes in the name of the Lord,when they as a nation,and people,recognize Jesus as the Messiah.
People argue these are the Jews,ten lost tribes being Europeans,and these are the Jews,African Americans among other people,or these people are the Jews.
But the truth is that the true Jews for the most part,and vast majority,does not recognize Jesus as the Messiah,but will one day in the future,so whoever is the true Jews for the most part,and vast majority,would not recognize Jesus as the Messiah,but these people that say we are the Jews,no,you are wrong,but we are the Jews,you do not know what you are talking about,but we are the Jews,recognize Jesus as the Messiah,but the true Jews would not recognize Jesus as the Messiah like that,for the Bible says they are blinded in part,until salvation is no longer available to the Gentiles.
So how doth they sayeth we are the true Jews,when they recognize Jesus as the Messiah,which the true Jews would not do that in that fashion,but the majority would not believe Jesus is the Messiah.
