Did Jesus fulfill it?

Luke 21:22 because these are days of vengeance, so that all things which are written will be fulfilled.

Jesus said that all things written would be fulfilled when Jerusalem was surrounded by armies in the 1st century AD:

Luke 21:20 “But when you see Jerusalem surrounded by armies, then
recognize that her desolation is near.All things written would include both the law and the prophets.
Jesus did not mean all things would be fulfilled when Jerusalem was surrounded. (all things would include His second coming and the end of the world). He meant that in order to fulfill all things written, Jerusalem being surrounded was one of the things on the checklist. If any fulfillment of prophesy is missing from the checklist, then you can't say the word "all". You could say the same about any other prophesy. For example, if the prophesy that Judas would betray Jesus didn't come true, then you can never say "all is fulfilled."

Jerusalem being surrounded was certainly not the last prophesy to come true. Like you said, it happened a long time ago. It happened as vengeance from God because Christ came to His own people, and His own people would not accept Him. (John chapter one). Their punishment for that was that God would switch to adoption, no longer could you be God's people by physical means, and that God would allow the Gentiles to overtake Jerusalem- literally- physically.

Jesus fulfilled the law of the prophets (physical) with love (spiritual). Therefore His church is under the law of love and grace (spiritual)- no longer under the physical laws of Moses. (Romans 7:1-4).

Jesus fulfulilled the law of the prophets, but He has not yet fulfilled all things- which would include His second coming, and the end of the world.
