In the context of the verse you posted it means "to show mercy happily", IMHO.

In the context of the verse you posted it means "to show mercy happily", not only do it because we must, IMHO.

*** by doing good deeds as the Lord directs---- a cheerful heart in giving to others ----- being a blessing to people...
