Ok, concerning allegiances; of course our primary Allegiance is to God and the kingdom of heaven. But we cant say we have no allegiance to our country on earth, because God gave us a directive to love our neighbor. Which means that we must actively work toward their good. This is not possible with out accepting civic duty.
