So Christ only reigns over the people on earth who have been saved by grace?

Christ reigns over his Father's kingdom. So The Father Himself did not have rule over all the earth? Only parts of it, is this what you are saying?

In the OT the world was as godless as it is now, did this mean God did not reign over the whole earth?

ALL authority has been given to Christ in Heaven and on earth, not just parts of it

I agree with (Eph 1:22) as well but recognize that it is positionally true and not experiential yet. Many have a problem with understanding positional truth and desperately try to relate their experience with what they understand. That is not how a believer operates by faith. We are to never take objective truth and relate it to our subjective experience to get understanding, for that would be empiricism. We are to hear and receive the word and that word produces faith in us. When we apply what we have been taught from God's word, we get understanding and light to walk in. Our experience must always submit to the words of faith so that we will always line up with the truth and be rightly related to God in our experience.
