i personally could see it being ether way i mean the bible also tells us to heal the sick raise the dead ect.. an not many of us can do such things so i could see it all being a lack of faith for us.. but i could also see it just being symbolic..... i would like to belive i could tell snakes a scorpians exct.. what to do itd be kinda cool lol.

Snake and a scorpion if you have read Revelation ;are symbolic . The snake or serpent, is one of Satan's names.( Rev. 12:9 ) It is also a state of moral degradation, to call some one that. (Gen. 3:14 ) No lower can you be.
Scorpions are symbolic in the Book of Revelation for How Satan deceives people in the future ( Rev. 9: ). His mo. Learn how a scorpion takes its pray to understand the meaning in it better.
Instead of thinking you can control snakes. you should have noted that just before Christ said this, he mentions Satan by name. And how that evil spirits were subject to the apostles in Christ name

When Christ says your given power over snakes and scorpions, He means power over the wicked one, Satan in His name.( in Christ name ).

Poison can be anything that the enemy Satan can use against you. For example, your reputation in your community ...
To not be hurt by poison in this sense is to have a character as such is able to withstand lies of that nature. Your name protected through Christ teachings and your Godly choices. Your character.
Christ said, we don't live by bread alone, but by every word that comes out of God's mouth . When you have that in your mind. You have that to draw on. and that is like a poultice that can even draw poison out even.( speaking of bad things spiritually.)
Your character can withstand poison in that sense. Whatever poison Satan may use. With Christ you have power over the devices of the enemy and the enemy himself.
