Have you ever come across someone who acts like they know "what's really going on" behind the scenes? They say things in such a way as to portray the "fact" that they have the inside scoop on how things "really operate".
They never come out and blatantly say what is "going on behind the scenes", but they use a coded speak of sorts. Their tone projects that they're letting you in on something that only they know. It's said with a wink in the eye, with just enough said that it raises suspicion. Yet nothing specific is ever divulged. Only enough to raise suspicion, and enough to let you in on the "fact" that they really know how things operate.
This Proverb really speaks accurately about these types of people. They wink, shuffle, point, and in the end sow discord.
The wink is the entry point. It's the indicator that they're about to "let you in on something". The shuffle is the part where it's not really in a specific direction. It's just enough to raise suspicion. Just like someone shuffling their feet. It's not really going in a specific direction. The point is the part where they direct your mind to a general suspicion. Then the discord comes when people buy into their non-specific, shuffling, winking suspicions. The coded know it all speak spreads to others, causing more discord.
So much of what they do is geared toward raising non-specific suspicions. It's geared toward making people always think "something" is going on behind the scenes. But it's never specifically spelled out. It's always said in such a way, that people are left thinking, "Yes there is SOMETHING going on. I don't know what, but I know it's something." Thus sowing a constant sense of suspicion about EVERYTHING and EVERYONE, without any proof, evidence or reason.
Such activities are called worthless, wicked, and perverse.
(No this isn't about conspiracy theorists. Most of them give VERY specific assertions. Unlike the secretive non-specific coded speak of these discord sowing whisperers.)
