How much do you think they should have? Truly, it is up to you as the parent to set the boundary where YOU think it needs to be. Nevertheless, here are my thoughts:

3 pm - dinner time: chores and homework
after dinner until done: complete homework
Once homework is done, take 15 minutes to a half hour to connect with each other by reading God's word together or doing an age appropriate Bible Study
Once all this is completed, I would give them a half hour to an hour of television or video games. Then, before bed, spend time really checking in about their day and pray together

I would let my kids know that they will also have 2 to 3 hours of video game time on Saturday, so they know they get to play their games, but their games do not dominate their lives.

maybe you can use video game time as a reward for good behavior and chores.

* if you had a great day at school= 1 hour of video games
*nice to your sister 15 minutes
*cleaned your room 30 minutes
*finished your homework 30 minutes, finished it well 1 hour.
etc, etc. add time, remove time at your wish. But one thing is certain. If that is all they want to do, then you know you have all the power lol

More than 2.5-3 hrs is dangerous and can cause epilepsy, even in people not prone to the condition. If your kids ever complain of, or you notice, an eye or thumb twitching involuntary (or even head ache or stomach ache) after a session of video gaming, they've had WAY too much time playing. Take it from a former addict (3 years clean lol).

I think the ratio is 20-min break for every hour in front of a monitor, so you can adapt that to your kids' gaming schedule if you want. Maybe tell them to go outside and play for the 20mins (maybe they'll find something fun to do and stay out longer).

Yes, it's a good idea to limit their time with 'technology'....whether it is video games,tv, movies, internet, cell phone, etc. I think too much of this stuff re-wires the brain and can be damaging to people's mental state, especially children. While they are living in your home, then you should put down rules.

Encourage reading. Require them to spend time reading. Get them a library card and take them regularly. Reading engages the part of the brain that must learn to concentrate. It can be hard going at first but it gets easier. Reading out loud as a family, taking turns reading out loud, is a very good way to practice this level of concentration. And when they get into an exciting book (there are LOTS out there), their interest will be hooked and they will want to finish the story.

Also, encourage drawing, painting, and other creative activities. Hobbies are a great way to learn new interests. Usually, though, if the tv or some other form of technology is nearby, most people choose those over doing something that requires more mental energy. This is true for me, I know. I watched way too much tv as a child when I should have been outside playing.
