If you know when she's been drinking/doing drugs and she's getting ready to leave to drive, call the cops and report her, let them know that she's driving under the influence. I don't know how much information they'll ask from you, but even if your sister figures out it was you who called and gets mad at you, better for her to be mad at you for a little while than for a whole family to be mad at her for killing their child because of her drinking and driving.

What Rachel said is definitely an option you should consider but there's also another alternative you can try. I know an older woman named Melissa that has a daughter about my age that got hooked on prescription pills really bad and she did this for her daughter. If you tell your dad what the problem is and you guys go up to your department of health and human services together......you can get a mental hygiene warrant and get her put into a forced detox program, as long as you manage to get it across that she is a danger to herself and/or others. She might decide to slip right back into her old habits when she gets out but they won't release the person until they have everything out of their system and they've been offered medicine to take care of the withdrawl symptoms if there are any. It will at the very least give her a chance to sober up and giver her time to think about what she's been doing.

I live in West Virginia so I don't know if the laws for that type of thing are any different in your state, but if you could do that it would be the best option I think.

This may sound like a dumb question, but have you actually tried talking to her about it and telling her you love her and that your worried?

I agree with Donkeyfish, and I think a combination approach should be taken. My suggestion was short term, for immediate action when she's driving under the influence, but she also definitely needs long term help, like DF said.

If your sister is drinking and driving and on drugs, she is a threat not only to herself, but to others. She must stop this. If she doesn't listen to your advise, then you must call the police when she leaves home. It's the only way. If she did this once, and you advised her not to do it, and she stopped, then that would be one thing. But if she is continually doing it, you must report her. If not, and if she gets in an accident and hurts anyone or kills anyone, it will be on your conscience as well.
