Part of that depends on their diet but I´d bet, food shortage is making Venezuelans somewhat smarters than when we had it "all" (and "we" were happy and we weren´t aware we were so happy) until Communism (and its mediocrity) came with Chávez and his robbers and liars.

Hmm then what about those people (who are many and too many to name them all here) that have defined the odds of comng from a poor background and yet have made a name for themselves as in changed the world in some way, become millionaires, and trend setters. What are some notable examples of people who were born to a poor family but still went on to achieve wonders? - Quora
People like for instance 1. Roman Abramovich is an Oil and aluminum tycoon who is worth $11.2 billion. Steel tycoon's parents both died by the time he was 4 years old. He was raised by relatives. 10. Oprah Winfrey is the queen of daytime talk shows. When you are on Oprah show, you know you got something going on in your life – a success. She is worth $2.4 billion. She was born to single teenage mother, but raised by grandmother in a farmland. She has been a victim of child sexual abuse. After her TV talk show success, she started her on studio, O magazine, book club and what not. She is also ready to launch her new Oprah Winfrey Network cable channel.

This was just one of many links i found on the net and where so many i had a hard time deciding what to pick? Just saying that the research we see, and listen too always needs to be carefully subjected to whom and how the rearchers choose their subjects and how they select their findings? We dont know these researchers nor if they chose these "poor people" out of only a small group within a small spectrim of the state, country or if it was random, broadly scoped out to further how many people it included or how they were selected. All i am saying is like the old saying goes. "Abraham Lincoln said that you cant believe everything that you read on the internet! " :D

This is a political slant. A better analogy would be those who have a stimulating environment have better developed brains with more connections etc. This unfortunately often does relate to wealth and opportunities but not definitively.
It is probably better to describe it as good or bad parenting, as the opportunities with the internet, information, school has leveled the playing field.

The reason this is true is because coming from a background of influence and wealth enables the child access to more things, better food, better education, and I can relate this to something else, where the brain of a criminal is different to the brain of a normal law abiding citizen.

Children in poverty have to learn to survive through means that are not necessarily morally correct, but I think it all boils down to their personality and disposition. God gives wisdom and there are people who have overcome the odds. Also the inequality is not permanent, people can develop grow and change.
