It didn't help that Netanyahu was invited under a breach of protocol, but Obama really should have traded a statesmanlike move for their rather petty, political, move.

Oh well. C'est la vie. Je suis Juif.

Congress can extend an invitation to speak before a joint session to anyone it wants. It was not a breach of any protocol for Boehner to invite Netanyahu without telling the king ... er, I mean, Obama.

They can, but it is more or less an unwritten, customary, rule for Congress to consult with the Executive Branch before inviting a foreign head of state to speak before Congress.

It really isn't that big a deal though. If Obama behaved more like an disciplined executive, he would get that sort of treatment. But he does not, so he will not.
