According to NPR the locals justify this shooting by pointing out the number of drone strikes killing civilians in Waziristan. It is dangerous to protest the Taliban in Pakistan.
The Taliban would point out that it "must"have been some western people who put those ideas into her head because no loyal Pakistani girl would ever have them, (wanting to be a doctor.) They fail to understand that shooting an otherwise innocent girl is just unacceptable to most of humanity. Partly because the demonstrations there against them (so far) are small and not very vocal.
On the other hand it seems that people in the West understand that simply killing these Muslim radicals will not end this type of situation. It wont. You cannot kill an idea with guns and bullets. There in fact are mainstream Muslims who truly want to end the terror of the Taliban since they know that it represents a tiny fraction of the total Muslim community, and that efforts by those mainstream Muslims is going on as we speak. Because some of us here in the West want to paint the totality of Muslims as terrorist it makes that effort harder.
