On the first day after the pullout a dialogue is to start on modalities of conducting local elections in accordance with the Ukrainian legislation and the Law of Ukraine "On temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts," and also about the future of these districts based on the above-mentioned law.

Without delays, but no later than 30 days from the date of signing of this document, a resolution has to be approved by the Verkhovna Rada of Ukraine, indicating the territory which falls under the special regime in accordance with the law "On temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts," based in the line set up by the Minsk Memorandum as of 19 September 2014.

KYIV, March 13 /Ukrinform/. The National Security and Defense Council of Ukraine (NSDC) has approved the decision to define the boundaries of certain districts of Donetsk and Luhansk regions, where a special self-governance regime will be introduced.


This was stated by NSDC deputy secretary Mykhailo Koval on the meeting results, chaired by President of Ukraine Petro Poroshenko, an Ukrinform correspondent reports.


"In order to fulfill the commitments, undertaken by Ukraine under the Minsk agreements of September 19, 2014 and February 12, 2015, confirmed by the UN Security Council on February 17, 2015, the National Security and Defense Council of Ukraine approves the decision to define the boundaries of certain districts, where a special local self-governance regime will be introduced in accordance with the law of Ukraine on special regime of local government in the territory of certain districts of Donetsk and Luhansk regions," he said.


Koval explained that the boundaries of these districts would be defined by the demarcation line, determined by the Minsk agreements.

Ukraine is ready to provide Donbas with the status of a special economic zone with its own regime of relations with the EU and Russia.
President of Ukraine Petro Poroshenko said this in an interview with France 24 television channel.
“Donbas should hold local elections in accordance with the Ukrainian law to achieve the special economic status,” he said.
Poroshenko also said that the region already has a special status of local government.
He said that the conflict in Donbas costs Ukraine more than $10 million a day, and it imposes “great pressure” on the economy.
“No country in the world can ensure economic growth in the context of such a difficult war,” Poroshenko said.
According to him, the opposition in the east of Ukraine is “not a conflict between Donbas locals and the rest of Ukraine, but the aggression brought to us from the outside.”
However, the president believes that the conflict can be resolved in two weeks if the Minsk agreements are implemented.

MOSCOW, March 17. /TASS/. The self-proclaimed Donetsk and Luhansk People’s Republics (DPR and LPR) do not recognize amendments to the law on Donbas special status that have not been coordinated with them, DPR envoy to the Contact Group Denis Pushilin said on Tuesday.

"Uncoordinated amendments to the law made by [Ukrainian President Petro] Poroshenko are not recognized by the republics [DPR and LPR]," the Donetsk News Agency quoted Pushilin as saying.

"From our point of view, they [amendments] are legally meaningless and politically void," the envoy stressed. "And they directly violate the spirit and word of the Minsk agreements. The Minsk process is practically interrupted as its basis - the law on special status - is in fact cancelled by Poroshenko’s amendments. He [Poroshenko] does not respect the people of Donbas, he does not want peace," Pushilin said.

Self-proclaimed republics urge draft law approval

DPR and LPR authorities called on March 16 on Ukraine’s Verkhovna Rada to approve the draft law on areas with special status in Donbas, DPR and LPR envoys in the Contact Group on Ukrainian peaceful settlement Denis Pushilin and Vladislav Deinego said.

"We express hope that the draft law will be approved by Ukraine’s Verkhovna Rada as soon as possible," the Donetsk News Agency cited Pushilin and Deinego as saying. "’The party of war’ should not be able to use the adoption of the law for revising the ‘Law on Special Status’ and making amendments [to the law] that have not been coordinated with Donbass representatives," the envoys added.

"We stress that adopting the draft law without distorting the meaning of the Minsk package of measures will facilitate the process of peaceful settlement and create preconditions for mutual trust," Pushilin and Deinego said.

Law on Donbas special status

According to Article 4 of the package of measures on the implementation of the Minsk agreements, a law on areas in Donbass with special political and economic status must be adopted by the Verkovna Rada by March 14. However, the law has still not been adopted.

Heads of DPR and LPR Alexander Zakharchenko and Igor Plotnitsky called on German Chancellor Angela Merkel and French President Fracois Hollande to exert pressure on the Ukrainian leadership so that Kiev complies with the Minsk agreements.
Overnight to Monday, Ukrainian President Petro Poroshenko submitted a law on Donbas special status to the Verkhovna Rada. According to the document, the special status in Donbas will be implemented only after local elections. According to the official website of the Ukrainian parliament, Rada’s next plenary session will take place on March 17.

I haven't researched the details to fully understand, because corruption on both sides of the line has painted far too many grey areas. Any agreement will change before the ink dries on the paper. Any money spent to improve, will be sifted by corruption and no one will achieve meaningful gain. Allowing American Treasury to be spent this way is in-itself based on corruption. The people who gain from it don't even live in Ukraine. Yep, I'm not helping matters any.

Well it looks like the Minsk 2 accord is dead. Kiev clearly does not agree with what the accords state as this news story exemplifies...

Restore control of the state border to the Ukrainian government in the whole conflict zone, which has to start on the first day after the local election and end after the full political regulation (local elections in particular districts of Donetsk and Luhansk oblasts based on the law of Ukraine and Constitutional reform) by the end of 2015, on the condition of fulfilment of Point 11 – in consultations and in agreement with representatives of particular districts of Donetsk and Luhansk oblasts within the framework of the Trilateral Contact Group.
In other words the Ukrainian Rada is meant to pass a law indicating specifically the territory which falls under a temporary status of self government. The deadline to do this this passed a couple of days ago and all that has really happened so far is that Poroshenko put forth a recommendation to amend the law on Sunday night which really just amounts to foot shuffling to give the impression he is doing something.

Section 9. specifically details that the control of the border between the L/DPR regions is to be given back to Kiev AFTER local elections are held in the context of Ukrainian Constitutional reform being implemented through discussion with representatives of the L/DPR and Kiev. Yet what Lutsenko has plainly stated above is that basically the L/DPR has to completely surrender first and give Kiev control over their entire territory which is NOT what was agreed to in Minsk.

Anyone can look this stuff up and see what is going on. Kiev has clearly been stone walling and is using the ceasefire to regroup in preparation for another major assault. This conflict is about to get even more bloody and it is horrible.

I suspect the western media is clearly going to present all this in the vague context that "Russian backed separatists never upheld the ceasefire" and thus "Kiev has every right to defend their territorial integrity."
