It was inferred that playing fair was "no fun." I wouldn't want to be the one to suck the fun out of it, and there is only one rule. To play unfairly is to not abide by the rules...or rule in this case.

A picture is not necessarily a question. Especially a picture that has a caption that is clearly a statement and not a question.
