I would think it would be exactly opposite.
Those who still try to treat the 10 commandments as carnal commandments that can be fulfilled by flesh and willpower can't have the ACTUAL law written on their hearts and mind, right?
Otherwise they would know that the 10 commandments aren't fulfilled by their carnal will and work, right?
They would stop trying to observe the letter of the law that kills and follow the Spirit that gives life. And they would know the difference between the two.
But what do you say to people who don't know the difference? How can they have the vail over their hearts and minds that is taken away when a person comes to Christ? How can a Christian not come to Christ and receive rest?

Though I see what you are saying, I am no ones judge, so wont be able to answer as you would like.
I would say a person can definitely become a Christian, have the law placed within them and try to obey it to be justified, for it would take them time to realise their endeavours must fail.
I know of many who go to church and harbour much guilt due to their inability to live to the standard set. Should we say these people cannot be in a saved state? I couldn't myself say that.
So I'm not much use to you here am I.

The law placed within you must make you conscious of sin, that is scriptural fact
For through the law we become conscious of sin( rom3:20) for sin is transgression of the law1 john3:4
But as to who is and who is not a christian, I'm afraid I remain silent.
