for the authorities are ministers of God, attending to this very thing.

God said all wars come from the lusts of people,and not from Him,in the New Testament.
The authorities are ministers of God,for they are doing His will by putting down the evil doers,but all wars come from people,but God allows it to put down the evildoers.
But they will be judged for the sins they commit in going against people,for while God uses them to put down the evil,for He allows it,not directing them with His Spirit,they are going to be judged for being cruel and harsh towards other people.
God used Babylon,allowed them to go against Israel for their straying from the truth,but God said He would punish that nation for going against Israel.
The same with Assyria,God used them to go against Israel,but then punished them,and the same as any nation that God uses to put down the terrible,He will judge them and they will be guilty of their sins.
For God is using them to put down the terrible,but He is not guiding them with His Spirit to do so,but allowing them to do it,so they are responsible for the sins they committed in being cruel to put down the cruel.
Jer 25:11 And this whole land shall be a desolation, and an astonishment; and these nations shall serve the king of Babylon seventy years.
Jer 25:12 And it shall come to pass, when seventy years are accomplished, that I will punish the king of Babylon, and that nation, saith the LORD, for their iniquity, and the land of the Chaldeans, and will make it perpetual desolations.
Jer 25:13 And I will bring upon that land all my words which I have pronounced against it, even all that is written in this book, which Jeremiah hath prophesied against all the nations.
Jer 25:14 For many nations and great kings shall serve themselves of them also: and I will recompense them according to their deeds, and according to the works of their own hands.
Although God used Babylon to go against Israel,allowed them to do it,for the rebelliousness of Israel straying from the truth,God still punished Babylon for their wickedness in going against Israel,for He allowed it,and they were not guided by His Spirit.
Had Babylon been guided by God to go against Israel,they would not be responsible for their sins going against Israel,but God allowed it,and this happened by not coming from God,but allowing the evil spirits to stir up Babylon to go against them.
Israel was the only ones justified to war coming from God,so they were not punished,for that is the nation He dealt with,but all other nations do not have that right,and will be punished for any wars they commit,and harm towards other people.
In the New Testament God said wars come from the lusts of people,and not from Him,although He allows nations to go against the wicked,but they are responsible for their sins,but it is still justified for Israel to fight physically without punishment,if it so be,for it is coming from God,and they are justified to war when God caused them to be a nation again in 1948.
Isa 31:4 For thus hath the LORD spoken unto me, Like as the lion and the young lion roaring on his prey, when a multitude of shepherds is called forth against him, he will not be afraid of their voice, nor abase himself for the noise of them: so shall the LORD of hosts come down to fight for mount Zion, and for the hill thereof.
Isa 31:5 As birds flying, so will the LORD of hosts defend Jerusalem; defending also he will deliver it; and passing over he will preserve it.
The six day war,when fighter pilots paved the way to win that war,and take control of Jerusalem.
Israel is the only ones justified to war,but they can war without it coming from God,and if they do then they are responsible for their sins,but all Gentile nations have no justification for war under any circumstance,even when attacked,and nothing can happen unless God allows it.
