Heb 1:7 And, indeed as pertaining to the angels, He says, "The One who is making His angels spirits (or winds) and His ministers (seraphims = burning) a fiery flame".
Heb 1:7 And of the angels he saith, Who maketh his angels spirits, and his ministers a flame of fire.
Verbs:
is making (Present Active Participle) = the subject performing an action in the active present. This is not to say that He is in the process of creating angels, seeing that creation was completed in six days. What this is saying is that the way God wishes them to be at a particular moment of work, they assume the form commanded, unlike the Son who remains constant. Sometimes He makes them women (Zec 5:9), sometimes men (Gen 18:2), sometimes spirits (Psa 104:4), sometimes fiery flame, sometimes wind (Psa 18:10), sometimes chariots (Psa 104:3). What needs to be taken from this is that they are but elements to be used in ministerial capacity toward and for God, but the Son is Lord of all, even their Creator whom they do worship. (Rev 14:7) This also does not imply that they were made of earthly elements, seeing that they are spiritual beings, but that they are used as elements of a purpose.

yes, our God is The Almighty Sovereign all-power, at any time, He can, and, if need be, do anything to accomplish His great work, even make an angel into a carriage to get you, or, Cinderella, home by the time the bells of curfew toll.
You can go anywhere on planet Earth, in the farthest deepness of South America or Africa and He will STILL know exactly where you have flown, walked, run, jumped, well, ok, I guess not 'jumped,' to and will make things as He needs to accomplish His purpose(s).
This verse seems to be speaking ,literally , transformationally of God changing a human form of His angels into spirits (wind form) and His ministers , again a human form into a element form, fire.
The Lord is telling us it is He who makes effective the works of his servants, it is He who enables his servants to reach out to his people and also enable them to sanctify his people.
Speaking here like in Isaiah 66:1 , too, parallelism, past to present tense , praphrased, but God speaks, Who made these things? The Heavens are my throne and the Earth is my footstool.
This so puts into magnitude how almighty the Almighty really truly is
