Possibly true, but Holland has been a much more homogenized culture than the US.... much like Japan. Now that it becoming less so, your crime and discrimination has gone up, correct?
Now, multiply your population times 10, then wait a few decades to develop a group of people that commit 60% of your crime, and see how your police react to them. I don't care if it's racial, or ethnic, or economic class... if police see 60% of all crimes being committed by one "group" of people, then guess what happens to their objectivity.
It certainly doesn't make it right, but it's an explanation for what the world "sees" regarding the US and racism.
Racism is wrong, no matter which "direction" it goes...
