I see it like this:
Believers should wisely discern the true character of people and not continue to proclaim the gospel to those who adamantly reject it, so that they can move on and proclaim the gospel to others who will receive it.

I would like to add that when we post to CC with truth we find after prayer and every scripture about something, we can expect it to be rejected by some. Sometime the rejection is in the form of "that scripture is not for us, it is only for someone else" or "Christ got rid of that scripture". All sorts of excuses. We aren't to take personal offense, but there are people of wisdom on here to discuss scripture with so we can learn from their wisdom. And perhaps God has given us wisdom to share. People who judge and condemn only are to be expected, Christians shouldn't let it chase them away from sharing.
My take on this passage is that if the unbeliever is not receptive to the gospel don't waste your time trying to teach him Bible doctrine that goes beyond this. He's negative to the Word of God and the convicting ministry of the Holy Spirit so he will ridicule and reject anything else from the scriptures.
