To me, people trump animals almost every time. However, this does not excuse animal cruelty. If you're mean or cruel to an animal, you should be punished.

I think humans who do cruelty to animals should undergo forced psychological evaluation... who knows when they'll do it to a human?

well, people grow up with and in it, so they get corrupted
if you tear the wings of bugs and no- one tells you it's wrong, perhaps you boil a frog the next time... and on it goes
