I've never done tests or surveys, but judging from the people I know it usually depends on what they are used to. All of my sisters and I prefer clean-shaven to facial hair because my dad, grandparents, uncles, and most old family friends are/were all clean shaven. I used to really dislike facial hair until some of my brothers grew up and have started experimenting with it. Most of them are still clean-shaven, but one has a beard most of the time and I have learned to...tolerate it. I still am not a fan. 
I've seen the same thing with girls who grew up as military kids. If they are used to their dad being in the military and clean-shaven, they find bearded people less attractive; on the flip-side if they grow up around men with beards, they will tend to like them more.
