Unfortunately, most churches of the Protestant variety ignore that. Verse 26 contains a command "Let all things be done unto edifying". That includes letting a regular ol' church goer with a teaching to teach in the church meeting, just as it includes allowing the person with a revelation to share it, also a tongue and inteprertation.
