Only receiving Christ makes him one's lord.
John 1:12-13"But as many as received [Christ], to *them* gave he power to become the [children] of God, even to them that believe on his name: Which were born, not of blood, nor of the will of the flesh, nor of the will of man, but of God."
The beginning chapter of John explains that there's a difference between those born of man and those born (again) of God. Christ then explains to Nicodemus that there's a process of being born again and seeing the kingdom of God.
John 3:5-7
Jesus answered “Truly, truly, I tell you, no one can enter the kingdom of God unless he is (1) born of water and (2) the Spirit. 6 Flesh is born of flesh, but spirit is born of the Spirit. 7 Do not be amazed that I said, ‘You must be born again.
Every person born of mankind is born of water. The amniotic sac bursting is called "water breaking" signalling labor. Then after a person is born they must must confess that Christ is their lord and believe in their hearts that God raised him from the dead (Romans 10:9).

1 Corinthians 15:46-48
46 The spiritual, however, was not first, but the natural, and then the spiritual. 47 The first man was of the dust of the earth; the second man from heaven. 48 As was the earthly man, so also are those who are of the earth; and as is the heavenly man, so also are those who are of heaven.
Everyone is first from the earth because they are first in Adam. Only when one is in Christ are they from heaven.
Sadly, aborted babies are not even born the first time, so they never get to be born again.
