Reminds me of the scripture in Acts 19:1-2; And it came to pass, that, while Apollos was at Corinth, Paul having passed through the upper coasts came to Ephesus: and finding certain disciples, He said unto them, Have ye received the Holy Ghost since ye believed? And they said unto him, We have not so much as heard whether there be any Holy Ghost.
Especially in light of the passage in Luke 11:13 If ye then, being evil, know how to give good gifts unto your children: how much more shall your heavenly Father give the Holy Spirit to them that ask him?
Without regards to being evil or not, why would one who has received the Holy Ghost ask him to give them the Holy Spirit except they haven't received. Not to say they don't believe, but seeing that faith is the substance of things hoped for, the evidence of things not seen then faith without substance is not faith just as hope that is seen is not hope, so if there is no assurance then there is no substance.
