My opinion is that if the father didn't draw blood, this could be a great teaching mechanism for his son. His son even favors this method over ineffective forms of discipline (things being taken away, sent to his room, etc...). Drawing blood makes this seem a little overboard, but I don't know if this is necessarily "child abuse."
