I am always a little surprised when I read that 'making out' means 'hugging'. Are we joking?
You can 'hug' your mother, your father, your brother, your sister, your friends (males and females), your pastor, your priest, and I don't need to go on. It is evident that, in any of these cases, you are
not making out.
Besides, let's see what the best American dictionaries say.

- New Oxford American dictionary: make out informal engage in sexual activity.
Every linguist agrees that 'making out' necessarily implies some form of sexual excitement, which, outside of marriage, is definitely unacceptable from a Biblical perspective. There's no question about it.
