Revelation 6:2 has nothing to do with the holy Council of Nicea in Nicea (Nicaea) in 325 AD. It is a holy, sacred Council of the Church that Christ founded. Here is a correct view of Revelation 6:2
"6:2 The first rider (on the white horse, carrying a bow) represents the spirit of conquest, reminiscent of fierce divine judgment in the OT, usually wrought through the military power of adversaries (Jer. 27:29; Ezek. 5:15). Jesus taught "nation will rise against nation" (Matt. 24:7). The figure here probably represents liberators of the oppressed people of God."
