I want to use the chat, but all I get is a prompt asking me if I will use a webcam or not. I choose no, and when I click "chat now", nothing happens.

If your on a iPod or ipad I don't think the chat rooms work...

If you select 'Low Speed (Dialup)' it turns off you seeing other peoples cameras. Next if you select 'i won't use a camera' turns off your cam. Let Me Hear/Mute Speaking options... obvious. Set these up Before you enter chats and should work out easier.
