As has been discussed multiple times, no one, including mods, fully understands the Rep system. Some people think they do, but usually these people having conflicting views on their understanding. Mods have openly admit they do not understand either. I've been on this site over two years and have yet to see any sort of viable explanation, just opinions.

'reputation points' is the collective reputation that you have received from other members.
'reputation power' is the level-of-reputation-ability that you are able to give to other members.

EDIT: When you give reputation to another member, they get 'reputation power' number of points.

you can find out what it does by closely paying attention to what's being done over time, so far I guess I should say IMO the more likes that pile up is the more the little green squares above the avatar will appear. The reputation power is through another entirely separate button, the one that looks like a sheriffs' badge to the left at the bottom of each post that is not your own, there next to the report link. If you decide to check it out in the FAQ section, this is all it says concerning chat forum reputation. The number of points you have is reputation you've received. The reputation power builds over time and it seems to me the more rep power you get the more given points are needed to be promoted to the next number in level.
