Works when i click it. And when you get it open it shows a place right in front of you to start your own.

The chat groups link? Yeah, I don't have any problems with it either. (And yes, you can create a chat group.)

Look out for notifications in your browser, such as ad/pop-up blockers or script errors.

Sorry guys thanks, I think I clicked on permission groups beneath it, maybe I meant that, but what is a permission group can you fill me in?
