He’s saying the law works this in our conscience

of we don’t know what sin is or we think we’re not guilty of sin the. We need to embrace Moses law until we realize we’re a sinner too and need a savior because the law has already condemned us to death that’s why Jesus died for our sins and why we get baptized

The law produces sin and guilt and shame and death until we turn to Christ and the gospel
