I think it has to do with the military usage, as in "decoys, with the goal of drawing fire away from the larger mission".
This was generally done by fake scouts for ground missions,
and in the air by reckon planes going out to get the attention of enemy planes, and drawing them back into an incoming group of fighters, or away from a group of transports.
