1 Cor. 12 Now concerning spiritual gifts . . the word gifts has been added (also in 1 Cor. 14:1, 13:2a, 14:12, 14:37a). There are a wide variety of spiritual matters being discussed not just spiritual gifts - so it's speaking of spiritual things or things of the Spirit . . . 1 Cor. 12:4 "gifts" . . . 1 Cor. 12:5 "service" . . . 1 Cor. 12:6 "working" or "energizings" . . . 1 Cor. 12:7-10 "manifestations"
I believe that every born again believer can manifest the gift of holy Spirit - 1 Cor. 12:7
I believe that every born again believer has a function within the church; i.e. the body. - we are members in particular and God has set us in the church as to our abilities - some are stronger in some areas than others - some are weaker in some areas than others - BUT one cannot do without the other.
I believe that the manifestation of the Spirit are listed in 1 Cor. 12:8-10.
that GOD will "energize" as HE chooses so that "someone" will do this and "someone" will do that? . . . probably not in the way YOU mean it . . . Each believer has been given the gift of holy Spirit - no believer is left out. The gift of holy Spirit has nine manifestations. Each individual believer manifest that gift in nine different ways - ALL are energized by the Lord. We all have the ability to manifest the Spirit that is born within us.
I believe that it is God who energizes whom he will at any given time to operate said manifestation BUT that doesn't mean that ALL are not able to manifest. If God energized us all at one time . . . nothing would be done decently and in order.

yet 1 Corinthians 12:1 through 6 say otherwise
and in full context of chapter 12 and in light of what Paul says prior to vs 7 the diversity of gifts is for the whole benefit of ONE BODY of many parts
