Rom 8:7 says the same thing as 1 Cor 2:14, For the natural man (what we are when we are born naturally) receiveth not the things of the Spirit of God; For they are foolishness unto him, neither can he know them because they are spiritually discerned. We stay in that state until we are regenerated, see Eph 2.
I would think being designated as a sinner is a designate that imparts accountability. If the un-saved die in their sins they're accountable for their sins.
While the regenerated Christian in the grace of God is accountable for the fruits they produced in service to God while in his grace. The accountability for sin being washed away at the time of regeneration.

Would not the question be better phrased as are children born lost?
Saved implies guilt an I think you are asking if we are born guilty or not .
I do have a stance concerning original sin but your question can almost be taken two ways .
One that they are guilty but are saved until they are accountable or that they are sinless.

The sins of God's elect were paid for in full by Christ's faithfulness to be a sacrifice for their sins, however, when we are regenerated we still have the baggage of our fleshly nature within us as explained by Paul's battle with his fleshly nature. Because of Christ's sacrifice, God looks upon those that he died for as holy and without blame as far as their eternal destination is concerned.

Ok some verses for you this one speaks of Jesus but even
Jesus who was fully God and fully man, had the capacity to
sin. But He remained sinless by His own free will. But even
baby Jesus had a time as a baby when He was unable to
choose the good. That was ok though as He was not held
accountable until the age of His accountability.
Isaiah 7:14-16 NKJV
[14] Therefore the Lord Himself will give you a sign: Behold, the
virgin shall conceive and bear a Son, and shall call His name
Immanuel. [15] Curds and honey He shall eat, that He may
know to refuse the evil and choose the good. [16] For before
the Child shall know to refuse the evil and choose the good,
the land that you dread will be forsaken by both her kings.
Here God did not curse the young children with the curse of
not entering the promised land like the adults. Why? Because
they had no knowledge of good or evil just like Adam and Eve
before the fall.
Deuteronomy 1:39 NKJV
[39] 'Moreover your little ones and your children, who you say
will be victims, who today have no knowledge of good and evil,
they shall go in there; to them I will give it, and they shall possess it.
Yes we are all born into sin but I believe the saving grace of
Jesus extends to those who have no knowledge of good or evil.
It’s all still a work of Jesus. But He does not condemn those who are
innocent due to having no knowledge.
In these verses David knows he will see his son again in
the next life. So he no longer mourns when his son dies.

[23] But now he is dead; why should I fast? Can I bring
him back again? I shall go to him, but he shall not return to me."

Jesus said, "You people who hear me, listen!" (Mar 4:9 ERV) They heard Jesus with their ears, and they rejected him. They saw him with their eyes but they rejected Him. They saw miracles but again they rejected Him. He came unto his own, and his own received him not. Joh 1:11. They received not the things of the Spirit of God 1Co 2:14. They turned away from the Lord.
Freewill. The wicked close their hearts and mind as exhibited by Adam and Eve who knew God, they walked and talked with him, but they closed their hearts to the creator and listened to another, turning away from the Lord.

Whether a baby or a person that has never been able to know the difference between right and wrong.

Acts 2 :38, tells of some men who were guilty of crucifying Jesus, and they were pricked in their hearts when Peter accused them, indicating that they were already children of God, because their conscience could not have been pricked if they were natural men, void of the Spirit, as indicated in 1 Cor 2:14.
